On the 20th of October, 2000 at the cinema "Zara", Peace avenue, 43 was held the 5th extraordinary Congress of the Union of Industrialists and Businessmen of Kaliningrad region. Four leading candidates in the governors of our region were invited to this congress: Gorbenko L.P. - the present governor of the Kaliningrad region, Nikitin V.P. - the deputy of state Duma of Russian Federation, Cinel'nik U.P. - the chairman of state Fishery Committee and Egorov V.G. - the commander by the Baltic Fleet, and also representatives of administration of Kaliningrad region, Federal ministries and departments, consulates of Denmark, Sweden, Poland and Lithuania, Site of mayor representatives and City Council of Kaliningrad, deputies of Regional Duma, heads of Administrations of Kaliningrad districts and cities of the region, industrialists and businessmen who are not entering while a structure of the UIB KR. The representatives of all regional MASS-MEDIAS were invited to the congress, so that the stands of the candidates were known for all Kaliningrad citizens and were comprehensively lighted.

By the main purpose of the congress was to find out the attitude of the candidates to the enterprise class, their problems, and also to give them a capability to set up ways of their solution and development of business in the Kaliningradregion, as in the free economic zone, which one has a full right to existence in conditions of the EU extension.

On congress the businessmen set problems to the candidates in the governors of an Amber region concerning the laws on the local free economic zones, regional order, the nuances of definition about genesis of the goods made on the territory of the free economic zone and etc. The President of the Union of Industrialists and Businessmen, Ovchinnikov Boris Alekceevich, in the 15--minute report on activity of the UIB KR has outlined a situation in economics of the region: now situation is positive, as the growth of industrial production in the region has compounded from a beginning of 2000 38,9 %. Under the data of state Statistics Committee special progress is watched in a food-processing and metal working industry. The number of enterprises, working at a loss, makes only 37 % from a total number of firms, in comparison with 50 %, which one were watched the previous years. Besides he with confidence has stated, that the business will work with any authority, irrespective of the fact which from the candidates will appear most successful.

This meeting for the candidates was the most important and difficult , because they acted before the businessmen and industrialists, those people, who would not return the sympathies, not having analyzed a situation and not having thought. Behind them the workers of their firms compound considerable percent of the population, so the candidates had to apply a maximum of efforts to receive a positive estimation of the present audience if to take into account, that the meeting was a straight line without the intermediators, elective headquarters and advisers.

On the congress of the Union of Industrialists and Businessmen it was not accepted any concrete resolutions, the industrialists and businessmen have made a decision not to render preferences and to poll for this or that candidate, whom they liked. On the 5th of November each of them will make own independent selection.

The industrialists and businessmen, arranging similar meetings, with the representatives of authorities, would like to influence in the future the solutions, concerning this or that sphere of development of economics and industry of the region, as the candidates in the governors, acting publicly on congress and, setting up the electoral programs, have taken up the definite part of liability and obligations in the further actions.
